Davis Asks FBI to Tighten Handling of Document Requests

WASHINGTON, D.C. - Rep. Tom Davis (R-Va.), ranking member on the House Committee on Oversight and Government Reform, has asked that the FBI streamline its handling of National Security Letters (NSLs) and Section 215 orders.

NSLs and Section 215 orders are sent to phone companies and internet service providers, in lieu of subpoenas, to gather data on people in the United States who may be using cell phones or computers to contact terrorists overseas.

Recent reports by the FBI s Inspector General have cited flawed record-keeping that led to data being omitted or inaccurately recorded, delays in entering data, cases where NSLs were issues but cases did not proceed as intended and cases where NSLs were issued despite the absence of conditions required by law or guidelines established by the Attorney General.

"While I am encouraged by your public statements of accountability, I remain cautiously optimistic until the FBI implements its plans to remedy the process errors and management weaknesses" highlighted in the IG reports, Davis said. "Some have chosen to focus their response to the IG's findings on the validity or need for NSLs or Section 215 orders. But the focus should be placed firmly on how the letters are handled administratively."
